I know the Blizzard boards do a little flashy thing on startup that can look a bit like a blue screen, especially if your monitor doesn't catch the screen mode in time. Can't recall if the Cyberstorms do as well, but the libraries are definitely needed in my experience.

yes, I had the same idea, its CS MK I card. IIRC, it should have rainbow effect on boot. but I tried it with CRT monitor too, and there is just a flash of blue screen. another thing is that not every boot (cold or warm) is the same. various commands from startup sequence fail. sometimes it seems to work just fine. but if i try setpach command it almost always crashes or monitor goes out of sync. capacitors definitely need replacing as well as some tracks and maybe ICs too. its gonna be tedious, sigh..
