Those type of people dont tend to own high end Amiga's and things like Cyberstorm PPC cards. They own worthless 1/2 Meg A500's with an external disk drive ;-)
There is the odd occaision that people end up with high end Amiga hardware and know nothing about it, mainly because they were being thrown away by a business. But in those situations it is rare for that someone to "break" the system up and sell for parts.
I would like to see the Ebay auctions where you've bought Amiga electronic components that were sold "as is" with no indication that they were working just prior to sale.
I would especially be interested in the price of said items. I bet you didnt part with anything over £50.
But you are absolutely correct, if it is something that you want, open a dialog with the vendor.
Always trust in the "If it's too good to be true; it is!"
