Absolutely no idea; hence the "pessimist" comment. ;-)
I'm guessing that they started with looking at known sales figures of PowerPC accelerators, and the number of known broken ones. This would have been followed by some arm waving and (semi-)random scale-factor picking. Maybe a quick look at the OS 3.5 sales figures could be included there too.
It would be nice to know how many copies they sold. Actually, it would be more interesting to find out how many individual people they sold copies to, that don't already have an A1.
