Ambiguous... 233MHz models were certainly made by phase5 (DCE in fact discontinued the slower models). I know, I had one (which failed after 3 months, after waiting more than a year to get it new from Power Computing).
The DCE quality issue seems very variable. I have had two: one was a replacement for the above phase5 one. It had an incorrectly fitted or faulty fan and fried the PPC instantly (or before I'd even got the card, I don't know, it just never worked).
The next replacement worked but ran hotter, such that I had to replace the fan to run the PPC successfully! It also had a faulty RAM bank 1 limiting the card to 64MB, but by that time I'd decided not to risk another return and cut my loses at that.
The last DCE card ran for about three years, and has recently failed (after becoming very flakey) due to 060 socket failure. Hopefully Amiga Center in France can sort it out.
