A600 with Apollo A630 Turbo (I think?)

I have recently come into possession of an A600 that has needed some work which I am slowly working on.

I have it starting up and see the Kickstart 3.1 boot screen with all colors now..  (Red and Green where not working).

Anyway it came with I think An Apollo Turbo 630 board.  When the board is installed over the 68000 the computer does not boot.
If I remove the board I get the kickstart as expected.

It has a 40 MHz 68030 and a 68882 and what looks like a 4 MB 72 pin SIMM
I have removed the SIMM and opened the RAM jumper with no change. 
I have changed the wait jumper to be on or off again with no change.

The 68030 does not seem to get warm.   Any thoughts?

how well is the turbo card seated?

it is absolutely essential the card sits snug and firm on the 68k CPU.

I thought it was until you mentioned this.  I wouldn't be surprised if some pin isn't touching as this has had some other necessary repairs. 

Looks like that will be another challenge once I get the A600 all cleaned and back together. 

I am always happy for other ideas.
