A4000T motherboard RAM

A4000T with 16MB RAM, 4 x 4MB in motherboard sockets, standard A3640 rev3.2, CV-64/3D (The VirgeDX / DCE version), X-Surf100 w/RapidRoad.  Everything is AOK on a fresh install of 3.1.  After setting up MuLibs and Picasso96, running a 1024x768 8bit RTG Workbench, 3.1 reports about 13.5 usable RAM.  What gives?  Is P96 reserving the memory for its use, Poseidon stack guilty, or have I got MuLibs somehow eating up the "missing" 2MB?  I know not a lot of detail, but this seems like something simple I am not seeing here?  Does not really hurt performance, just confounded...

perhaps hdd buffers? each partition eats some.
