need workbench 3.1 install diskette

I want to format a cf drive ( per https://www.youtube.com/watch?v=6wSv53nKdFA)
 
 My A1200 has kickstart 3.1 roms
 I tried to boot of workbench 2.04 but I get a error message that my kickstart is a old version.
 
 I have a old XP machine - can I install Amiga forever and create my own diskettes?
 
 Any other alternatives ?

Easiest way is to set up the CF Card in UAE then transfer it to the Amiga.  You'll find the ADFs on Amiga Forever, just use them as virtual disks and set it all up, when it's done - transplant it into the Amiga.
