If it hasn't wicked through, its probably because there's a ground plane on the top layer, or even on an internal layer.
So most times, simply reheating it, and even adding more flux to the top side won't help, unless you're using a hotter/higher wattage iron, or applying the heat for longer.
Its not impossible that the through hole plating is missing... but have a closer look at the top side to see if all the pins that didn't wet through are on the ground plane
