Micronik 6960 ???

So I've got this Micronik 6960 Rev 5.4 board here and I'm looking up what it can do. The Amiga Hardware Database says that the "3 PCI slots (can not be accessed by the Amiga in any way)". This sounds odd to me. Why can't they be accessed? And if they can't, why are they there?

I've noticed they don't seem to be electrically connected (that I can see) except to each other.

What's the go?

They are here because of hope that someone else will release ZORRO-PCI bridge. Something like Mediator.
