Upload to YouTube?
I doubt it (although I have nothing to do with this project). These videos, while now twenty plus years old, are like abandonware - they exist in a grey copyright area. They are probably still technically still under copyright, but in most cases no-one cares (even the creators in some cases) as the information on them is so old. I would suspect that some of the creators would even appreciate the archival effort.
Not sure YouTube would be the place for them.
Anyway, by the time you've watched a full hour long video on YouTube, you've streamed about a gigabyte of data, so downloading a gigabyte beforehand isn't much different (six of one, half dozen of the other). Plus, if you need to rewatch on YouTube, you have to stream it all over, whereas with the download, it's only once and you can watch it over and over again.
I doubt copyright will be an issue unless someone like Future Publishing actively issues a take-down notice, but I seriously cannot see them being remotely bothered about 20 year old VHS tapes from defunct brands of theirs that haven't been on sale for 2 decades.

A) You know about the server and have log-ins
B) You're using a computer and can save files (mobile/tablet/smart tv/console/media centre users are out of luck)
C) You can be bothered to wait for the download
Difference between streaming is I click the video and it plays immediately, with downloading it, I have to sit and wait for 40 mins for the file to download first, by then I've forgotten about it/lost interest/given up etc. with downloading you REALLY have to want to watch it and make an effort, streaming will catch many passive-viewers and random searches on Youtube.
Plus it will open the videos out to a wider audience who don't visit these forums but may remember/have an interest in the videos.
Personally, I watch most videos on my iPad or Xbox 360 on my tv, I don't really sit at my PC watching videos, so I would be more inclined to watch these if I could view them on my Youtube app on my iPad or Xbox. I think the majority of users are the same these days.
