Oh man, not this thing again :-)
I had an absolute *bitch* of a time installing 3.9. Anybody who ever complained about 3.5 should come to my place and see how utterly irritating 3.9 can be!
Anyway, I needed a totally clean install of 3.9 on a partition, with both boing bags.
It seems some classes/gadgets/ files aren't copied during installation. This causes the resource.library to fail.
In the end, I had to manually copy half of the stuff from the CD and it still doesnt work properly (after both boing bags), since several prefs programs refuse to run.
In short, 3.9 is good. But when it's bad, its very bad! The installation is just buggy it seems.
If you do a clean install of 3.9, go into the CD and copy the classes/gadgets/ from the CD yourself. Then hopefully you will get it to boot up without resource.library woes.
Next install the boing bags and see how it goes from there.

Tip: Once you get it installed and working to your tastes, archive up the partition somewhere. It saves a lot of heartache ;-)

Incidentally, the system wouldnt do the cold reset trick after a bare 3.9 installation on my machine so that caused a whole bunch of problems for me.
I felt like changing the slogan to "Get B*ggered!"
