Ill recomend some programs not mentioned, If you like making music I can recomend Pro Tracker, if you want to compose note by note try Appetizer since it runs fine from floppy, the music program in Appetizer is quite ok and super easy to learn (im no music maker wiz so for me it was ok), if you like to make some 3D images command style why not give PovRay a chance, I would say version 2 would run fine on your machine, version 3 has a non FPU build but it's painfully slow.

For creative people I can't recommend Backbone enough! It's the most intuitive game making software ever made. You will be able to produce your own platform and overhead run & gun games with ease.

You can use DPaint pictures and animations and mod music for your productions and they're totally interactive. I took a screenshot with as many of the program options windows open at once, just to show how versatile the program is, typically you'd only use one or two at a time so don't let the screenshot put you off if it looks a little complicated, because it's really not. Speedball 2, DeluxePaint IV, and any of the shadow of the beast games. Hybris, Stunt Car Racer, and Lemmings.

Desktop software? If no harddisk, I can't recommend much, maybe a C compiler or something that works OK with 1 or 2 floppydrives.  

You could use something like WordWorth or FinalCopy II for desktop publishing with 1mb chip and 2mb fast.  

If I had that system, I'd use KS1.3 WB1.3 and play a lot of games.
