Try snoopdos to see what's wrong.

Ok, downloaded snoopdos and gave it a go. This is what it spat out when loading OSS:

Trying to open the command shell didnt add to the list (which isnt a good sign) but by the looks of things the lib files that are failing to load on start-up could very well be the cause of the problem..

I tried another couple programs that dont work and snoopdos said the same lib files were failing to load :s

btw i have checked and those library files are in my LIBS folder .. could my LIBS be corrupt or something :(

I don't think those libraries are anything relevant. Long shot but check you have RexxMaster running in your WBStartup. I think OMSS needs this running.

Oh yeah! Forgot about RexxMast (duh!)

Ok, just tried to load RexxMast from the System drawer and it fails returning:
"Can't open mathieeedoubbas.library"

looks like my LIBS are foooked! :(

Just press the "Functions..." button on bottom right of Snoopdos screen and in there you'll see a heck of a lot more functions that can be selected for monitoring....select the whole lot and then see if it still misses the failed Shell. :)
Yes, I know you've fixed it now but just incase anyone else doesn't realise this I thought I'd best mention it.  Snoopdos should be standard equipment on any Amiga. :)
