If I recall correctly, hard drives generally aren't bootable under Kickstart 1.3.  So your boot disk should have the startup-sequence file in it with the S: assigned to the directory containing it.  Am I right?

If so, then the startup-sequence should assign all of the directories to the hard disk and transfer control over to it so that you can remove the boot disk from the floppy drive once booting is completed.  Adding a few more assigns shouldn't hurt anything on the boot floppy then.

Hi,
I dont need the Workbench 1.3 floppy to boot it.  It boots off of the hard drive.
When i type in ed s:startup-sequence.  It says unknown command ed.
If i type assign, i can see ST-00 through ST-14.
Everything works fine when i type in all of the correct assigns for ST-15 through ST-20,
When i reboot i have to type all of that in again, it wont save them.

KS1.2 was plaggued by this infamous bug. KS1.3 fixed it and allowed straight boot from harddrives.

try this :

echo "assign ST-16: WhatEverTheInstrumentPathIs DEFER " >> S:startup-sequence

This command will add an assign to the last line of the startup-sequence.
