I haven't been keeping up... Is the hardware design final, just not in mass production yet?
Are they holding release until the software/core is finalized or will they sell final hardware with beta software and core?
We are not sure about if it is final, because not all parts are tested fully yet. Most notably the PCI devices are not thoroughly tested (Ethernet, USB2 etc.) since PCI implementation has only started recently. When the entire board is tested we will know if any changes are needed. The hardware needs to be error-free. The FPGA load, on the other hand, can fortunately be reconfigured in case of a bug and upgraded by the user.
So who's the third lucky team member that's getting one or has one already?
Thomas started making the team batch in his soldering oven at home since ordering such a small run would be unnecessarily expensive. So all active team members will get their boards soon. Only Thomas and Gunnar have boards at the moment, but if you are asking who will get boards next it will probably be Jens Künzer (N68050 core) and Rune Stensland/SP of Contraz (OS SAGA support, AHI etc.).

We explained very carefully to you that there only were two fully populated boards available and both were heavily in use by developers when you asked. I recall quite vividly, though, that you did not listen and started spreading crap all over our forums and Amiga.org, EAB etc. when you wouldn't accept that you could not buy a board immediately.
If you are interested for real, which I doubt that you are, I am using my A1200 and ASM-One for development at the moment. This is part of ensuring that the Natami chipset reacts in the same way as the Amiga chipset in various cases.
