I wanted to know what is the command
to get into the max transfer settings.

Not sure what you're asking about, but if you want to set  the "max transfer" settings of a hdd, then you must use HDToolBox (advanced settings), or similar program.

BTW, you shouldn't mess with this settings (except, you exactly know what you're doing, cos you can lose everything on the disk).
