Yeah, windows is pretty cluttered in that regard.

Regarding the double height 3.1 icons, that was going to be my next move as well. I'm torn between an exact reproduction or a 32-bit "inspired by". Love of the retro look can go too far, perhaps

An exact reproduction would be best methinks. Its a shame we can't mix square and non square modes, for example having most of the screen running at 640x256, apart from the contents of a browser window, which could run at x512. Monitor would probably blow up if you did it wrong though.

One of the demo groups recently released a whole bunch of Amiga terminal fonts, including 1.3/2.x versions of Topaz. Don't remember who, but they're somehow affiliated with Up Rough...
