Please tell me what type of paypal account do I need in order to pay for an auction I won with credit card:

   Personal Account,
   Premier Account,
or   Business Account?

right now, I've got Personal Account but it doesn't seem to work :-(

It's been so long that I really don't remember, but I believe you'd need at least a business account.  You MAY need to just add the credit card through your account preferences, so before you do anything, you might go through their FAQ.

Personal Account is the minimum if you want to add a credit card to your profile.
But I think the problem is you're from Yugoslavia and PayPal doesn't accept credit cards from Yugoslavia.

what does this number mean:
   +1-402-537-5731

for eg. if I have to dial 99 to call foreign countries, will this do:

991-402-537-5731

?
and I won 2 auctions

I've just edited my previous answer. The problem is Yugoslavia, not the account type.

I have the same problem with my account: I can't add to my profile my polish credit card :(

I don't know about the dialing specifics from your location, but +1 is the country code.  Try it.  You'll figure it out.

Yes, + before phone number means the numbers you have to dial when calling abroad (in Poland for example a + means 00).

Can't you just add funds to your PayPal account by transferring money from your Yugoslavian bank account?

Than you can pay without a credit card like I'm doing.

IIRC, a personal account allows you to just receive a payment whilst a business account allows you to both send and receive payments.  Don't know for sure, though.

I don't remember how it was with my account (opened one year ago) but I think it was limited till I faxed them my personal data (like ID, confirmed address and so on).
I also had to transfer some money from my bank account onto PayPal account to complete the verification.

wow they use FAXES, in 21st century... as if those cannot be forged? I've seen some people complaining the phone # is always busy. :pissed:

One year ago they used faxes...
I hate PayPal because of their fees and verification. If someone has verified eBay account, and PayPal is an eBay company, why must such person verify it's personal data again?
And when I sell something I have to pay fees twice if people pay using PayPal...

I suggest you call the number in the States. Also this, your monthly Visa-paper you get with the things you have paid, there should be a number or code when you first sign up with PayPal, this only happens the first time. With this code you can upgrade your account !!
My problem was that I needed to upgrade my account two years after I created the account and all paperwork was lost  :lol:
