No uploads since more than 7 days.

I wouldn't say that. There usually seems to be a few utils and games uploaded, even in the last few weeks and months.

I too had a failed upload this week, I tried to upload my SimCity 2000 file "Blaggers_Alley" to show that the whole Flight Of The Arco's theory was true.  No response whatsoever - I assumed it was rejected due to the file being the property of Maxis, rather than "my" city.
A1200 Power Tower, Blizzard 1260 66 +32MB, OS3.9, 2.5\\" HD, IDEfix97 + DVD-RW + Zip, SD/FF + 15\\" CRT, Ioblix1200P + scanner, PCMCIA LAN + router

I thought that my browser is not working with Aminet.

And yes, there is allways something to upload!
