I can loose a volley of arrows, or loose the hounds (in a Mr Burns styleeee!).
But in the context in that document, you mean 'lose' or 'losing'.
You lose your marbles, or you lose your wallet, but you never 'loose' them :-)
Go and look in a dictionary :-)
If its any consolation, its a very common error, one that I see all the time, as well as people using apostrophes to form plurals, when they should only ever be used to show omission or possession.

Go to any newspaper, they have a house spelling book to make sure they use consistent spelling throughout... ok maybe I am clutching at straws :-P
