I live in Oslo, but I have moved around a bit the last few years.
Based on my personal experiece I would try to go for a solution from 'BredbÄndsfabrikken' if it is available. This is a 10Mbit broadband solution available in certain areas of Oslo. If he has moved to Bergen, BKK is the way to go, and if he is living in Stavanger he should try to connect with Lyse Energi.
If this is not available he should go for NextGenTel as they provide a DSL-router in their solution, and is in general very Amiga-friendly.
They are also pretty much the only DSL-providers who are building 'their own network'. Most other providers are only reselling Telenor-cabling. NextGenTel also has some decent lines out of Norway, adding to their connection at the National Internet eXchange point.
The current ratings for the best providers in Norway made by one of the biggest IT-sites here is as follows:
1. BredbÄndsfabrikken
2. BKK
3. Lyse Energi
4. First Mile
5. NextGenTel
There are lots more depending on where in the country you look.
