Try this out
GfxCon
from the
aminet. It's fairly small, and gets the job done for the most part.
It also supports ARexx.
gfx/conv/gfxcon.lha if you are too busy to get it right this moment.

I'm running out of ideas... How about letting datatypes do the work? Use Multiview to open the jpeg, and then just select save from the menu. You should get an ILBM. ?? If that doesn't help, I'm not sure of what to tell you.
