I have been using ebay for some time now and I like it. No major problems to report. You just have to choose who you do business with carefully - read their feedback before bidding. Some people open multiple accounts, buy and sell to build up a reputation and then "Scam City". It's very hard to figure out who is one before its too late. Watch especially on "Big Ticket Items" ie. $$$.
Payments: If in the USA
Use PayPal for verified sellers only. Why - in a case of fraud, the individual can be directly traced, tracked and arrested. Even a business account has to have someone attached to it.
Money Orders - fraud via MO can also add additional charges as in "Mail Fraud" to boot. My favorite method of payment. :-D
"dgstudios" from ebay looking at multiple counts of fraud, grand theft etc but "no mail fraud" as he only accepted PayPal ("he was registered") that left an electronic paper trail right to his doorstep. Including everyone he ever did business with.
Like street smarts ther is ebay smarts but nothing is perfect :-)
PS: ebay has a fraud reporting system but you can also report to the non ebay fraud complaint unit (can't remember the name) you can get in touch with when filing with ebay. They track complaints and add them all together when bringing charges (if Possible) to  individuals.
