Looks like a useful program, but currently no viable purchase option is available. bank transfer only for 25 euros + 4 euros (his bank charges, plus your bank charges (Which are most likely quite a bit more than 4 euros)

If you are making bank transfer in euros between EU countries your bank should not charge extra (or only very little).

Well, although that should be the case, they say they cannot guarantee the transfer without an additional fee.

THen your bank is just trying to make excuses. Bank transfer between EU countries is not different from local bank transfers. They tend to charge handling costs but it is just few euros.

Though not all banks are aware of EU regulations and think they can ignore it...

Going down to the bank to make an international bank transfer is a pain. People want to click and buy, and download.

I could not agree more. PayPal works better than most banks.

Ref Bank Electronic Transfer charges in the UK, the following banks wanted to charge me the following to transfer £14 by electronic transfer to Germany last year.

HSBC (Hong Kong and Shanghai Banking Corporation £14

Lloyds TSB £14

Abbey £25

and yes they are aware of the EU rules, just dont follow them, cause they have too much power.

Dont you have the authority where you can make a complaint regarding this misbehaviour? I will not help you now but could help other people in the future. IIRC there was similar case in Finland with some banks but people made complaints and banks had to fix their taxing...
