Mine doesn't and he only gets the old chap out when he's seriously excited (usually when we go for a walk through the woods, his favourite place because of all the fresh scents). As to getting him to put it away, why do you need to? He is a dog afterall! :-)
He he... I dunno, it's just a bit gross. And it ruins photographs ;-)
See, I thought he'd be aroused less easily having been neutered, but he seems to suffer from unwanted (do you call it an erection when a dog has one?) like the rest of us.
