When using a SCART cable, you don't need a modulator.

A modulator is used to get composite in color. But the picture is not as sharp as with SCART.

White picture probably means the Amiga is waiting for an external sync signal (as from a genlock). If this is the case it means the SCART cable is not wired correctly.
