If you want Ubuntu and Windows XP on the same hard drive you have to install XP first AFAIK, simply because XP doesn't recognise the existence of Linux (or any other non-Windows OS).
The default XP file system is NTFS, whilst Linux has a few different file system options (I suppose ext3 is the current default), but does not offer NTFS. In other words you'll need to partition your HD so you have both NTFS and ext3 (or whatever Linux file system you want to use). Ubuntu should offer you partition options when you're installing it.
