Deluxe Paint "brush" features on a PC program?

One thing I really miss from the Amiga days was when I could use Deluxe Paint and make a custom brush using an image, whether it was trees or clouds or anything and then I could use it to "paint" on the picture.

I haven't seen anything like that on the PC, unless it's called something else.  Is there any free image/paint programs that allow you to "cut out" an image and use it as a brush?  Does GIMP allow that, because I haven't tried that one.

The programs that I go between on the PC are:

MS Paint  (amazingly simple for simple stuff)
Irfanview
MS Image Composer (which came with MS Frontpage 97)
