Unfortunately, your best bet will be a Windows based 'PC'.  WinUAE is the best Amiga emulator available ATM; although the multi-platform E-UAE may be equally attractive, depending on what you want to do.  To that end, this thread may be of some assitance toward minimizing your interaction with Windows.  It discusses changing the Windows shell from Explorer to WinUAE.

I'm still trying to find a decent Amiga theme for Windows that includes startup screen, color scheme, and gadgets.  For those instances when you absolutely have to use Windows (OS maintenance).  So far, those I have found fall short of imparting the Amiga 'feel'.  If I do find one however, I'll tack it on to the thread I mentioned.

Anybody here know of a decent Windows theme that does a half way decent of making Windows look like an Amiga?
