Had same problem, but finally got it fixed...just do this...
send the following info to: scaninfo@paypal.com
a) account papers where it shows the 1.95 USD being charged.
b) front+back of visacard, you may cross out most digits, i did this and was ok with them. They just need i think the first four digits from it.
c) scan of photo ID card.
and tell them to hurry... it took them 3-5 days in my case and it worked.
