Speaking from an Education sector standpoint, the TCO for a Vista migration would be huge given the not-so-spiffy workstation specs we have. I'd imagine it would cost a good three to four years worth of funding per site to cover just the hardware replacement. You would then have to consider how much it would cost to find equivilant Vista compatible apps, as so far, our ALPHA testing has show that Vista kills approximately 90% of our existing software.
