WHDLoad is a tool to run floppy-only games from hard disk. It uses "slave" files to create a sandbox environment for a specific game. (These are the heart of what you download whenever you're downloading a WHDLoad-based hard disk installer, along with the install script to rip the disk image). Because of subtle differences between NTSC, PAL, re-released versions, different language versions, etc., slave files must account for these differences as well. Cracked/pirated versions of games introduce yet another variable (and legal issues), and they are generally not supported. There are some exceptions, such as for games that have subsequently been released as freeware.

Being unable to install WHDLoad is a common problem, and 9 times out of 10 the issue is that someone doesn't have the program "Installer" in SYS:Utilities or C:. Grab it and the install should work.
