Quality quiet fans don't tend to have LEDs; that being said, I did replace an A3000 2 years ago with a quiet one from Newegg, but there are lots of sites selling good spec'd fans.  I can't remember the size, but just measure in with a metric ruler.

You need to balance airflow (CFM) with noise (dB).

A) Noctua is an excellent fan.
B) A noise <21 dB is D_amn quiet
C) 25mm width is about an inch (2.54 Cm to an inch), which if fine if it fits.

So, sounds like a good choice/recommendation.
