Sure it is faster to boot, it's à Tandy 1000, DOS and Deskmate (GUI) is in ROM..

Yes, I sold those when I managed a franchised Radio Shack.
If you want to run Windows you have to move up to a 1000 RLX or RSX, and then everything boots off a rather slow IDE drive.

OS on ROM do boot the fastest.

Did they release update ROM's when a new version came out?  Or were you kind of stuck with what you had?
 
 (I assume something of that era wasn't flash-able)

Usually an upgrade involved disabling the RM and installing the new software via floppies.
I found that out the hard way when installing a hard drive in one of these.
If you left the ROM enabled, not all for the OS would install, then it needed the Rom'd portions to boot (are weird problem).

I wonder if you could upgrade those ROMs?

And, for that matter, if a similar boot setup could be created on a more modern computer.

UEFI applications booted from a USB flash drive is pretty close.
Intel produced a command shell and it's possible to write complex applications.

It is a bit limited, the SD card slot in my (extremely cheap) laptop isn't supported by UEFI for instance. I don't think there is printer support etc.

Some motherboards supposedly have the command shell built in, so turning the computer on without any other boot devices will drop to a prompt.

I don't know if anyone has ported http://www.pagetable.com/?p=48 so that it will run under UEFI (source is here https://github.com/mist64/cbmbasic).
