C'mon, we've past that station before. In no way is there to be another production run, for several reasons. One would be a it needs a complete redesign, most parts used in the P4 are no longer available.
Let alone the very strict new RoHS guidelines, if you were to acquire the parts needed they are lickely to hold lead, which is no longer accepted in electronic designs made and sold in Europe.

You're best bet would be to redesign a completely new card; in which the Flicker Fixer parts is probably the most easy to (re-)implement.
