I haven't used my Warp Engine and 3000 for a few years. But here is what I remember:
1. I used the Warp Engine in multiple 3000's (all at least rev 9) and had no difficulties what so ever.
2. Make sure you have the Jumpers set properly, there should be a sheet of paper dedicated to the 3000 in the manual. Use that sheet of paper as a guide for setup. I would guess that this is your issue.
3. You should never overclock the processor, make sure the crystal is 40 MhZ. This processor is not very flexible with running faster. The cpu runs hot, I used a laptop pentium heatsing fan combo. It fit perfectly and kept the cpu nice and cool.
4. Confirm that the memory is the right type and that the jumpers are correct. There again you must use the piece of paper for setting up the 3k not the blue book.
5. If I remember correctly the ramsey version determined whether is would run with static column zips. I have the lastest rev ramsey and motherboard mem wouldn't work.
I have to say out of all the accelerators I have own (4000 040 module, warp enging 3040, and cyberstorm II 060.) I was most happy with the warp engine.
I would have to say that you have wrong jumpers settings, wrong type of memory/jumper setting, or a bad card.
