I'll resume what I know so that you don't have to writte unecessary stuff:

On the Cyberstorms you just change a jumper, change chips and it's ready, as far as I know. You must copy the 060 libs first I think.

By I haven't found info on the Blizzards. They are the same board(1240=1260) only differences, and what would need replacement is:
1-Processor!
2-Voltage power supply (5v for the 040, 3.3 for the 060)
3- Oscilator, 040s use 0.5x multiplier, 060's 1x.

The only REAL problem seems to be the voltage.
Phase5 acutally received boards to convert to 060s at some time. The name that comes printed on the Blizzard 1240's is actually Blizzard 1260. Even the manual is the 1260's one.  There's was also info on an additional sheet that states an upgrade kit would be available.

Has anyone actually done it?! And could you send me a private message on Amiga.org with link please?(going out for some time and would like to have that info when I come back :-D )

Well, on the cyberstorm mk2 the voltage regulator needs to be soldered in, and the jumpers are SMT resistors, which means precise soldering work is required.
The best tip to you: Borrow a 1260 from someone, and compare them, CLOSELY.
Seems that Bill Toner's cs mk2 upgrade page is gone...

Annoying that the Cyberstorm 060 conversion site is gone :(

As the Blizzards are electrically similar to the Cyberstorms, I'd imagine the
same things would apply.
Things like fitting the 3.3V regulator are obvious, but there'll be a couple of
jumpers to fit or move.

I'd agree that you probably want to carefully compare your 040 board with an 060
and note the differences.

You can check the regulators operation by powering up the board without the 060
fitted and measuring the output.  Just in case you accidentally stick 5V into
the 060!
