Screen Palette issues

So it does not seem to matter if I'm running my screen at 16 colors or 256 colors. Sometimes when I extract and install a new program such a BOOM, the Icon for the program always ends up looking like crap.

Then sometimes the program's icon looks just fine.

How do I make all icons look fine all of the time?

I have FullPalette installed, but I'm not fully sure on how to set it up.

If I'm understanding correctly, the downloaded icons have a different palette and don't map to your palette very well so they look bad. I think that is just the nature of running indexed bitmaps vs truecolor.

I use Rebels and if I get an icon that looks bad i just change it.
