Do i need to install samba onto my pc?
Not if you're running Windows..
Samba is just an (originally) Linux implementation of the SMB network filesystem or Windows network filesystem..

Personally Ive just got an ftp server set up on my main system that I store my "generic" files on (ie. emulator roms, videos, pictures, music, etc.) and I copy stuff back and forward between amigas/pcs when I want/need to.

If Im not mistaken its also possible to just mount an ftp address, but Im not sure how yet :) Something I need to look into myself :)
Near as I can tell this is where I write something under the guise of being innocuous, but really its a pot shot at another persons/peoples choice of Amiga based systems. Unfortunately only I cant see how transparent and petty it makes me look.

Yep:
http://aminet.net/package/comm/tcp/FTPMount

It wasn't perfect last time I tried it (somewhere in previous decade) but did the job.

You need to turn your Amiga in a SMB aka CIFS client to be able to access Windows-shares. I suggest looking for anything Samba related on Aminet.
http://aminet.net/search?query=samba

http://aminet.net/package/comm/tcp/smbfs-68k
http://aminet.net/package/comm/tcp/samba-2.2.5-bin-2.3-68k
http://eab.abime.net/showthread.php?t=18079

might be good starting points.

-edit-
Ah, I see you might be struggling with the question on how to configure shares on the Windows side of things? Which version of Windows are you running?

-editedit-
Do you want to be able to access shares on the Amiga from the PC or the other way around? Or both?

Make Windows shares on the PC side.  Once the PC side is configured, install at the very least SMBFS on the Amiga side, SAMBA as well if you would like 2 way sharing (see Odin's helpful post with links).  Make sure to note the workgroup and all other relevant info on the PC side on those shares, because you'll need that info for SMBFS.

Setup SMBFS on the Amiga side with the info from the PC and you should be ready to roll.

Simple guide to Windows shares can be found at:

http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/file_srv_create_share.mspx

More detailed info on Windows shares and netowrking can generally be found with Google, but that guide should be enough to get you up and running - as I said, make note of workgroup and share names, the IP of the PC, etc.
