How many people would be willing to volunteer to port AOS4.x to X86?

Before you start porting. Better get some reasonable PPC-emulation (like Apples Rosetta) done. It would be a bad upgrade path, if all current OS4 binaries didn´t run.

Furthermore I don´t think Hyperion would hire on voluteer basis. Remember that OS4 is not open source. If you are looking for an open source implementation of the AmigaOS API, you should ask for AROS volunteers.

I suspect that in the long run, x86-versions of the Amiga API will be based on a Linux-Kernel as a kind of driver-engine. (Isn´t that what ICAROS is about? no?)

That's the DOA Anubis project. Icaros is an AROS distribution that can be run on a virtual machine.

I'm sure there are plenty who are willing, but it's not up to them. It's up to Hyperion, and they've made it clear that it's not going to happen.

You can't port AmigaOS, it's private property.  CLosed source and likely to remain that way.

Are you trying to gather such people together to make a porting attempt, or what do you mean? Are you looking for some support for some porting you plan to do yourself?

AROS is as close as you're going to get, why not support it? They need developers to port applications and work on the OS itself, and rather than waste anyone's time trying to get hold of official OS4 sources, they could be spending the time improving AROS...

Yes, there is some kind of effort to port AROS to these two ARM devices: Efika MX Smartbook and Smarttop (watch the video) (or maybe just the Smarttop?). Haven't seen much progress there yet though...
