an emulated cpu is the same as a real one. it is all "digital"
emulated gfx/sound (and especially sound) never reaches 100% as far as I am concerned.

as you know the AGA chipset very well maybe you could give us additional information, but I think that you would need to open a 1280 screen for AGA games to reach smooth "quarter-pixel" scrolling (like the one used in the game Atrophy). I don't know how well it's emulated ATM.

It does not matter much when it runs ontop of a OS that randomly keeps stealing system resources. The only way to get it emulated perfectly, is to have dedicated chips to do the job.

If AGA display was emulated on PCI card you would need another monitor to display it. On the other hand nobody guarantees that AGA emulation on PCI card would be perfect.

Run it on a dual core PCs.
Amiga 1200 PiStorm32-Emu68-RPI 4B 4GB.
Ryzen 9 7900X, DDR5-6000 64 GB, RTX 4080 16 GB PC.

And it's quite pointless anyway, any 5 year old PC can emulate the chipset faster than some PCI card...

Why?
One can perfectly make a pci card with it's own chipset/processor, with a pass-through vga adapter with overlay gfx (like old 3dfx cards, or dvd decoder cards), plus a floppy adapter and joyports. The only thing the PCI bus needs to do is controlling the card :-)

Maybe a job for those guys who make the mini amiga? :-)

With todays high frequencies that wouldn't be too easy, and it would also need to support DVI.

Honestly, I really don't see the point... UAE isn't close to perfect yet, but I've run a few demos lately back to back with the "real thing" and some of them are emulated almost flawlessly. Running a clone chipset on a PCI card, with configurable video resolutions/filters and whatnot would be a total mess to get working properly IMHO (not to mention a UAE plugin feature)...

DVI, okay, I understand that that's quite a difficulty. Though I cannot remember any refresh rate/resolution problem using my voodoo2; while using quite high resolutions (wich were not accelerated by the 3dfx) like 1280x1024@75Hz.

But think of it, a 'standalone' amiga with vga/rgb/s-video out, with an A500/a1200 switch, an usb connection (with a pc program like lemonade, and a function to switch adf's with a touch of a button).. How cool would that be?  8-)
