No, not at all. The power connectors are different, it will not mechanically fit.

Even if you cut the end off a c64 power supply and properly wire in a C128 connector, the power supply probably wouldn't last long. Old C64 "brick" power supplies barely handled a stock C64.
Someone has to state the obvious and that someone is me!

C64:
Pin 1: GND
PIn 2: GND
Pin 3: GND
Pin 4: Not connected
Pin 5: +5v
Pin 6: +9v
Pin 7: +9v

C128:
Pin 1: +5v
Pin 2: Not connected
Pin 3: +9v
Pin 4: GND
Pin 5: +9v

Connectors are different of course, but that aside, they are very similar.  I don't see why it shouldn't work.

[EDIT: Wait, hold that, I read it the wrong way around.  I thought you said 128 PSU to power a C64]

Unless you feel like building a custom one yourself, for the time being eBay is your best bet...

according to hwb, +12VAC are the same, but +5VDC is rated:
1.7Amp in C64
2.5Amp in C128

I have heard that +12VAC is used just for cassette..
Better sorry than worry.
