Actually, in the US, that's probably the most popular type of 'scooter' (excluding the Razor fad, which seems to have died now that cities have banned them!) - mobility for the arthritic or otherwise slightly-less-than-abled.
More popular brands include Lark and Rascal, and you can't escape the ads watching late-night TV. Meanwhile, everyone who'd be riding an actual 'scooter' in the European sense has a motorcycle, bicycle, Geo Metro, or MuGen-stickered Civic.
