Yup, pay pal really sucks but it's better than not using it. If you don't use paypal, ebay could care less if you get screwed. Paypal is not for the benefit of the customer either, it all about them holding onto the float for a few days. I pay with paypal, the funds get drawn from my bank within 30 minutes, but it takes 4 days to post through their system. When there is a problem with a transaction between buyer and seller, ebay plays the time game. They try and hold it off until one side gives in and either refunds or walks. Ebay sucks in this regard. Ive been bitten 2 or three times, and given my last post, i'm sure to be bitten in the near future. (karma is a {bleep})
Over all though, 99% of my ebay transactions have been minty smooth. Without ebay i'd be missing out on a lot of hard to come stuff or cheap parts. I'll keep playing. I never bid more than I am willing to loose.
For expensive stuff, I'll goto amigakit, i know i'll pay more but i don't have to worry about getting screwed and in my oppinion that makes up for it.
Sucks the OP got popped by a scammer though. At least he confirmed it before posting. I had a similar situation with somebody on this board regarding an a1200. I won the bid, but he needed the cash, i used pay pal. He sold it locally after i submitted the payment because he said he needed the cash quick. I waited, he refunded the money, everything was cool. I guess i got lucky. Seller turned out to be an allright guy, things happen. ( I still dont have an a1200 darnit! )
