Problem with ATA3 controller and OS3.9

When I first installed OS 3.1 and ATA3 controller it worked.
After I installed OS3.9 it worked.
But after the BoingBag 1 update it stopped working and when I tried to use ATA3 config program it said that the scsi vector was already being used by another program.

What is wrong? How do I fix it?

I know it can work, I've hade it working before.

Remove/rename/delete the file "AmigaOS ROM Update" in Devs:

or change the SetPatch line in Startup-sequence as:

SetPatch QUIET SKIPROMUPDATES "scsi.device"
