Amiga 1000 black screen

Recently purchased an Amiga 1000 but it only boots to a black screen.
I know the monitor is getting a signal from the Amiga because when its connected to the monitor the monitor goes from select input to black. When the Amiga is turned off the monitor displays a "signal lost" message and then back to black when Amiga to turned back on.
Ive tried both the "video" and "RGB" monitor connections, same result.
The power light is a solid red, no blinking, pulsating, or going off/on.
The floppy drive light does not come on even if a disk is inserted.
Typing on the keyboard or click the mouse button does nothing. Caps lock light turns on/off when pressed.
Testing the power supply shows it to be good and even connected a friends confirmed working Amiga 1000 power supply. Same result.
Using a hand lens and a bright light Ive physically examined all components on both sides of all the boards and see no leakage, burn marks, swollen capacitors, bad traces, bad solder joints, etc.
Cleaned all power connectors with alcohol and deoxit.
All removable chips have been removed, the legs cleaned, the sockets cleaned with alcohol and deoxit and reseated. I also tried flipping the two 8520 chips to the other socket.

After all this the results are the same. Any ideas?

Doesn’t the A1000 require a Kickstart Boot floppy before it can work? I believe the standard machine had no Kickstart ROMs like the later Amigas such as A500 and so on. Without a Kickstart it won’t work.

So he would never be able to load kickstart disk.
