Is the Communicator like the Catweasel for the CD32? I mean if a version of the Catweasel existed on the CD32 would it basically be the equivalent of what the Communicator can do. Reading some information about it and there are lots of things they have in common. Thanks.

Completely unrelated. The Catweasel is a floppy controller allowing you to read many different disk formats. The Communicator is a serial interface to use the CD32 as a CD drive on another Amiga.

The Communicator has other features as well such as being able to communicate with a PC, viewing various image file formats such as GIF, viewing AGA images that are on a Non-AGA machine, has support from Scala and MediaPoint allowing you to use audio or MPEG tracks in your Multimedia creations and ultimately allows PC and Amiga data transfer. It is more than just a CD Drive for Amiga CD's.
