Weird scar cable

Hi

I found scart cable wich has vga and scar connectors. First I thought that I could use it with my with my vga adapter, but then I opened it.

Color wires are like they should be, execpt there is no ground wires.

Pin 4 is connected audio ground but audio pins are not connected pins 2 and 6

But weirdedest is :

Pins 16 (RGB-mode), 18 (logic ground) and 20 (composite video) are connected with one wire, there seems to be resistors between them. I mean wire comes to pin 16, is connected to pin 18 with resistor and pin 18 is connected to pin 20 with resistor.
