Cyberstorm MK1 no boot

Recently bought a Mk1 Cyberstorm 060/50 for my A4k but it doesn't seem to work. Wondering if it's faulty of I've missed something?

Amiga 4000 RevB ,Kickstart 3.1  / Cyberstorm Mk1 060/50, 96mb (2 x 32, 2x16)

 The A4k is running on a A3640@33mhz so jumpers 100 and 104 under the cpu are already set to external.
 All I get is a black screen, constant HDD LED , no floppy click and no early boot up with mouse buttons held. I have stripped the machine down to just motherboard,cyberstorm and floppy but get the same result.
 If I plug my A3640 back in it fires straight up, it also works fine with it's original 030 (jumpers moved of course)
 I have reseated all the parts of the cyberstorm and checked the jumpers are in the factory positions. I have also tried it without its memory tower and just having J100 set to ext.
 Is there anything I've possibly missed or is the card dead?

have you installed the 68060.library?

or better the one bundled with  this archive?

Yes I used the cyberstorm install disk. But it's not even attempting to boot so I'm pretty sure that's not the issue. Thanks anyway.

Ah-ah! fixed it. Damn Diagnostic jumper had 'jumped' off during transit.
