Picasso IV or SCART?

which one has better output for old games, Picasso IV or (RGB) SCART?

Most Amiga games are non-RTG anyway so having a graphics card will do you no good.  The graphics card will just pass through the native screenmodes unchanged.  Go SCART.

Graphics card work only in Workbench meaning, they need a graphics system (like P96 or CGX).
Native modes are handled by Scandoublers/Flickerfixers and not RTG Cards.

PicassoIV happens to have an awesome SD/FF and doesn't simply passthrought the native screenmode but scandoubles it as well!

Choosing between SD/FF and Scart only depends on what monitor and expectations you have :)

Most LCD/TV's don't sync on PAL 50Hz screenmodes since they require 60+.
So... in this case PicassoIV's Scandoubler, Indivision scandoublers can give 60+ Hz for the LCD monitor syncing. That ofc creates some alteration in the scrolling smoothness as it's not the meant to be 50Hz.

For CRT monitors 50Hz work just fine without scrolling issues.

Scart works ok, but it's not as crystal clear as a Scandoubler.

If you have a real working PIV then it will absolutely give you a better picture. As was noted above, the PIV has a great Scan Doubler/Flicker Fixer built in and works great with old games.
